Passport for Minor in India: Application Process & Fee

Children between the ages of 15-18 can get a passport with a validity of up to five years (or till they reach the age of eighteen), or ten years limit. Parent of a minor may apply for a normal or Tatkaal passport. However, it is mandatory for the minor to be present at the Passport Seva Kendra during the verification process. The process to apply for a passport for minor in India is not simple, if both biological parents of the applicant are not present.

Furthermore, the fee and the documents required for a minor passport also vary depending on various circumstances. In this article, we’ll explore in detail all about a minor’s passport in India: the documents required, special amendments needed, and the price depending on both fresh and renewal passports under various factors.

Documents Required

The following documents are required for minor passport in India

  • Applicant’s Birth certificate
  • Parents’ Residential Proof
  • Photocopy of Parents’ passport (or either)
  • Signature of both the parents and minor’s thumb impression (on new passport form)
  • Three latest passport-size photographs (applicant)

Special Cases Of Minors Requiring Passports

Applying for a passport for minor in India is simple, but some special cases take a different approach. According to Passport Seva, the following cases of minors will require amendments:

Single Parent Custody

The name of the father/mother (non-custodian) can be excluded.

Unwed Single Parent

The name of the father/mother (non-custodian) can be excluded. But the name of both the father and mother will be mentioned under the condition of Appendix-12 (Joint affidavit by both biological parents of the minor child born outside of wedlock).

Divorce Pending Cases

Permission from the court is required and should be submitted by the applicant’s parents. The case falls under the category of Annexure-C (declaration by the applicant’s parent/guardian for the issue of the passport for minor when one parent has not given consent).

Single Divorced Parent

Single divorced parent with exclusive custody of the minor; no visitation rights given to other parent): the other parent’s consent doesn’t matter. The single parent should submit the Annexure ‘C’ declaration and application.

Single Separated Parent

Single Separated Parent with no formal divorce but termination of the relationship by one married parent with the other: the custodial parent should submit the Annexure ‘C’ format declaration.

Unwed Mother

The father unknown/known; rape/sexual assault case: the single unwed parent should submit an Annexure ‘C’ and ‘D’ declaration with no mention of the father. [The Annexure ‘D’: the single parent is solely responsible for the minor’s expenses, and all of the evidence and details they submit are accurate].

Child Born Outside of Wedlock / Parents Having Different Spouses

In either case, the name of both biological parents with an Annexure-D declaration signed by both (birth mother & father) is required if the two accept child parentage.

Married Parents but Left/Abandoned Partner

If the custodial parent is an Indian citizen and the father abandoned the mother/child after the child was born, or the father abandoned the mother/child after conception/birth of the child, in either case, the custodial parent would submit an Annexure-C declaration.

If the custodial parent is an Indian citizen and the mother abandoned the father/child, Mutatis Mutandis for single mother would be applied (appropriate adjustments having been made or taking into account the individual differences).

Step-parent(s)

The name of both the biological mother and father is required in the case of unmarried biological parents.

If there are step-parent(s) with biological parents divorced/expired (any) / remarried (custodial parent): the minor can request for keeping the names of step-parents with

  • A self-declaration of wanting the names of step-parents instead of biological parents on the passport,
  • A Registered Marriage Certificate (remarriage) of parent applying for minor’s passport,
  • A Death certificate of the deceased birth parent(s), and
  • Two educational/public documents highlighting the name of the step-parent(s) mentioned against the name of the biological parent(s).

Minor Grew Up in an Orphanage/Child Care Home

If there is no proof of Date of Birth: a declaration by the Head of the Child Care Home / Orphanage Center is required on the official letterhead validating the minor’s birth date.

Minor Passport Cost

The official website of Passport Seva offers a free fee calculator to let the applicants/guardians figure out the exact minor passport cost depending on various factors like

  • Passport type (Normal/Tatkaal)
  • Service type (Fresh/Reissue)
  • Applicant’s Age (<15 or 15-18), etc.

Here is a simple guide to how much it would cost for a passport for minor in India:

For Minors’ Age Less Than 15

Service Type: Fresh

  • For Normal Passport: 1000 INR
  • For Tatkaal Passport: 3000 INR

Minors below the age of or equal to 8 also get a 10% rebate off their passport cost.

For Minors Between 15-18 Years

The applicant can choose if he/she wants a passport

  • For Five Years / Till the Age of Eighteen
  • For Ten Years

Here’s how much fee would be applied for each case:

For Five Years / Till the Age of Eighteen

Service Type: Fresh

  • For Normal Passport: 1000 INR
  • For Tatkaal Passport: 3000 INR

For Ten Years

Minors above 15 years can select either a 36 or 60-page booklet. It must be noted that only a 36 pages booklet will be issued if the minor is below 15 years of age.

  • For Tatkaal Passport: 3500 INR

Minor Passport Renewal

The process of applying for the reissuing of a new passport booklet for minors is almost the same as applying for a fresh passport. The following documents will be required:

  • Applicant’s original passport with subsequent booklets (if any)
  • Signature of both the parents and minor’s thumb impression (on new passport form)
  • Three recent passport-sized photos
  • A declaration form from both the parents
  • Both parents’ passport copies mentioning their names on each other’s passport
  • a copy of the residential permit / the resident permit
  • Note: reissuing of a minor’s passport after one year of current/existing passport expiration would need filling of Appendix-H with an additional cost)

Minor Passport Reissuing Cost

In this case, the law asks the applicant to state a reason for reissuing:

  • Validity Expired/Due to Expire
  • Delete ECR/Change in Personal Particular
  • Exhaustion of Pages
  • Lost/Damaged Passport

Please note that the minor passport reissuing cost remains the same for the first three reasons stated above; however, in the case of a lost/damaged passport, the applicant has to mention

  • If the existing passport has expired
  • Number of pages in the new passport booklet

Also, the cost varies depending on the above-mentioned factors.

For Minors Less Than 15 Years Old / Till the Age of Eighteen

Service Type: Reissue

  • For Normal Passport: 1000 INR
  • For Tatkaal Passport: 3000 INR

Service Reason: Lost/Damages Passport

Current/Existing Passport Validity: Not Expired

Number of Pages in Booklet: 36

  • For Normal Passport: 3000 INR
  • For Tatkaal Passport: 5000 INR

(Minor’s under 15 aren’t issued a 60-page passport booklet)

For Minors Between 15-18 Years

The applicant can choose if he/she wants a passport

  • For Five Years / Till the Age of Eighteen
  • For Ten Years

The participant can also select the number of booklet pages (36-page/60-page; only applicable with a ten-year passport validity)
